Notaire's charges

Sorry in advance if this in somewhat long winded, but we have come to a full stop and would value any sensible advice.

When we bought out house, naturally we had to pay the Notaire his fee. Because we are ultra-cautious and careful when checking the figures subsequently, we noticed that we had been overcharged by 1350 euros. Sent this off to SARF who apparently had an extremely long uphill struggle with the tax office in Paris to retrieve the overcharged money. Beginning of September we received a kind of waiver from SARF, sign below, it said, have this authorised by your bank and return it to us when the overpayment will be refunded. 33 months later after paying too much, and umpteen faxes requesting information there is no response from them and no reimbursement. Can anyone suggest what we can do now to retrieve what is ostensibly our money, without interest of course, more than two and a half years later. Hope this all makes sense. Thanks in advance. Our advice is, check the figures!

Same happened to us, and we got a refund straight into our bank a couple of months later.
