As stated in some of the comments after the article the bags probably contain the residue of stalks etc from a harvested crop of the "useful" parts of the plants, therefore the usual overstated value placed on the product by plod. If this is the case then has plod also overstated the value of the illicit drug trade, and possibly the prostitution rings as well, that would have been included in the recent revaluation of the UK economy by Brussels and has resulted in the demand for £1.7bn.The thick plottens !
