For example someone who pays tax because of investment income, but does not work would not be eligible.If the tax is on earnings worked for in France, then there is a rule about how many hours have to be worked in a certain period.If that requirement has been fulfilled the person then has to apply for an attestation de droits, which will finally lead to the bit of plastic.Of course if someone is retired, and in receipt of an OAP and paying tax in France on pension income then the UK pays provided the S1 has been taken to the CPAM and the person registered.
