Wooden shutters - Crank operated

A friend of ours has these types of shutters. One of the operating parts has sheared off. Does anyone have any idea where he can buy parts for it?

That's a tricky one without a picture as some use a rack and pinion open system like they used to have in schools and others use an enclosed system like morse teleflex controls

Is it possible that it is something that could be welded back together?

I've done many little jobs like that over the years for myself and various folk but it would depend on what the part is make from.  Cast iron for example is difficult to weld and normally needs specialist equipment
