Carte Vitale suspended! E121 question.

When E121 cover stopped in 2013 I successfully reapplied under the 5 year residency rule (remboursements etc all OK for the 10 years). Last month I received my state pension along with my S1. I submitted the latter expecting my dossier to be updated accordingly. Instead I received a bizarre email which said that my rights had been suspended since 2013. It looks like there has been some confusion between France and the UK regarding my work and state pensions when Cpam submitted my S1. I've arranged an appointment for next week when I hope sort it all out.

 

However when I reapplied in 2013 I was given exactly the same rights that I had enjoyed with the E121 (100% remboursements etc). Does anyone know if this was correct or did the person dealing with my dossier perhaps make a mistake?

Have you been paying social contributions for your health care? When my E106 expired I reapplied and originally paid URSSAF but now it's calculated at the same time as the income tax. Perhaps there is some confusion over you re-applying for the UK to pay for your healthcare. What does your Ameli account say about your rights?

No SCs because it was/is a teacher's pension (double tax exemption). As from this week I have no rights! Before that it was 100%. My concern is that I'm not sure the E121 rights (100%) should have 'rolled over' (there were no health checks etc). In sum, I'm a little concerned that I may be liable for any errors, even thought it was cpam that made them.

The double tax exemption wouldn't have excluded you from paying social charges. I'm confused as to why you would have been given an E121 in the first place if you had not reached state retirement age. Normally if you take early retirement ( as I did ) you would have been given an E106 based on your contributions and, once it expired, would have to join the system. As your health cover would no longer be paid for by the British Government ( until you reached retirement age and received an E121 ) you would be expected to pay contributions based on income.

What does is say on your Ameli account?

I was given an E121 in 2008 because I retired early on health grounds, hence the 100% (ALD). This form of E121 was stopped in 2013 which is when I (and presumably countless others) applied and was accepted on the 5 year residency rule. Yes, I've just checked the tax bill and we do pay SCs - I would be very interested to know why you ask. 

Unfortunately I can't download my attestation because my account has been blocked. But as I have pointed out above, for the last 10 years I have had 100% refunds for most of my health care - quite why, I'm not sure. 

What I would be interested to know is whether or not anyone in similar circumstances (E121 ALD early retiree) also received the same rights after they reapplied without an E form in 2013.

The question about social charges was not meant to be sinister. I was just trying to get my head around how you were receiving health care prior to the arrival of your S1. I've been looking at articles on PUMA and it appears that, since you are in receipt of a teachers pension, you are not liable for charges. Pensioners are exempt be it a private or state pension. So it's just a case of why they have decided to block your account now. Regarding the 100% I'm guessing when you applied to join in 2013 your 'rights' were simply transferred across. As this concerns a recognised ALD this would be correct. Can you remember, when you first moved to France with your E121, did you have to get a doctor to register you for the ALD? That would be on your record when you reapplied in 2013.

My guess ( and it is only a guess ) is that there has been some confusion between your 'old' E121 which was cancelled and your 'new' S1. Unfortunately, as I know to my cost, it may take more that one face to face appointment to sort it out.

Yes, it looks like I don't pay SCs because since my husband submitted his S1 two years ago there have been none. If I remember correctly the E121 ALD was arranged from the UK end via an appointment with an NHS official. 

Looking again at the Cpam email (see below) it would seem that the author was under the impression that I was still receiving E121 cover from the UK! Quite why they haven't looked more closely at my account to see that I joined without an E form in 2013 is a mystery. Perhaps those dealing S1s work in a different department? I think you're unfortunately right about multiple visits.  I can't imagine that replying to their email questions (essentially yes, no, no, teachers' pension) would have cut the mustard either, given that they ask for no proof.

Yep, it looks like a typical French C*ck up I'm afraid. Good luck with your appointment next week. I'm sure I don't need to tell you to take EVERYTHING 🥵.

The Ameli English helpline number is 09 74 75 36 46.

If you don't get any joy it might be worth giving them a try. At the very least they might be more au fait with the various E121, S1 combinations.
