Are the laws clear regarding racist material via the internet?  Or is it up to the forum administrators to lay down their own rules and hope that they are observed?

Another argument is that if you deny racists a platform or a voice, their views are not taken up by others.

Clearly Le Pen and his celebrity followers and the many Frenchmen/women who voted for him have ignored this argument.  Presumably your reference to a 'platform' is in the context of this forum otherwise you would have to ban football in Europe and we all know that will never happen.

Wendy James,once again just because you do not like something does not make it illegal grow up and maybe you can add something to a serious debate that people can enter in to,for starters the FN in france and the 15% plus of people that voted for them or the french view of europe then again french commissioners and the privacy laws, EU with 25 members france,s opposition to turkey joining the EU etc,please do not call people stupid it add,s nothing to the debate.

According to the Internet Watch Foundation it all appears to hinge on where the website is hosted.

Public Order Act 1986

The law covering criminally racist material makes it an offence to stir up racial hatred against a group of persons in Great Britain defined by reference to colour, race, nationality (including citizenship) or ethnic or national origins.
 
We can process reports on UK hosted Internet content which users believe stirs up such hatred.
 
This act makes it an offence for a person to use threatening, abusive or insulting words or behaviour, or to displays any written material which is threatening, abusive or insulting, if;-
 
(a) he intends thereby to stir up racial hatred, or
(b) having regard to all the circumstances racial hatred is likely to be stirred up thereby.
 
The Act also covers the crime of Incitement to Racial Hatred
 
Incitement to Racial Hatred is covered by the following:
 
PART IX RACE RELATIONS ACT 1976
INCITEMENT TO RACIAL HATRED
 
70.-(1) The Public Order Act 1936 shall be amended in accordance with the following provisions of this section. 
 
2) After section 5 there shall be inserted the following section:-
 

 5A.-(1) A person commits an offence if-

(a) he publishes or distributes written matter which is threatening, abusive or insulting;
or
(b) he uses in any public place or at any public
meeting words which are threatening, abusive or insulting,

in a case where, having regard to all the circumstances, hatred is likely to be stirred up against any racial group in Great Britain by the matter or words in question.

(2) Subsection (1) above does not apply to the publication or distribution of written matter consisting of or contained in-

(a) a fair and accurate report of proceedings publicly heard before any court or tribunal exercising judicial authority, being a report which is published contemporaneously with those proceedings or, if it is not reasonably practicable or would be unlawful to publish a report of them contemporaneously, is published as soon as publication is reasonably practicable and (if previously unlawful) lawful; or
(b) a fair and accurate report of proceedings in Parliament.
