Forcing vehicles to drive further as an aid to reducing pollution, an interesting concept.

Sounds like somebody needs to read up on the laws of unintended consequences and see the big picture not just their own little window onto it.

I happen to know a bit about MARPOL as it applied to the offshore oil industry where I used to work and although it has high and noble intentions it also has a lot to answer for and is deeply flawed in parts where it seems to have been compiled by desk jockeys with little understanding of the real world effects of their tinkering.

Does the same apply to the other IMO International Conventions?

In case you don't know, that is an oil well on a flow test directly into the sea, run for several hours. Just to calculate the flow rates and estimate the reservoir size.

I thought it was unbelievable, which is why I took the pictures, but no-one cared back then.
