No, definitely not "just" being friendly - "mignon/mignonne", applied to an adult, shows appreciation of their physical attributes. It can be used by a woman fancying a man too "Je le trouve mignon!" means "I find him good-looking" or "I fancy him" as stated above!

Mind you, it doesn't necessarily mean that the person saying they find someone "mignon/mignonne" is going to do anything about it...

Très mignonne means very pretty , and no, it does not necessarily mean he wants to ... !

People also use " tu es bien mignon/ mignonne " to thank someone who has done you a favour, has helped you, I use it very often when talking to my students, but I think it can also be used with children / teenagers / young adults.
