That the work all conforms to the latest normes for resale purposes later on.

Then, of course, there remains the old concern with insurance: if the work fails to conform, then some insurers may well repudiate any subsequent fireclaim, proven to be electrical in nature, where normes have not been adhered to.

Therefore whilst a CONSEUL certification is not essential for connection, since the supply is already extant, after suffering the significant expense of a total re-wire, is it not sensible to demand certification subsequently?

Personally, I would.

Since any non-conformity to normes would thereby show up.

And the OP could therefore demand rectification at no cost.
