Are we non imposable?

The last item on the back of the instructions for 2016 blue form, a table seems to say that a married couple counts as 3 parts. On the table to the right it seems to say that a couple counting as 3 parts are not taxable if income is less than 37277. That sounds very generous. I'm sure I must have misunderstood!

I thought it was 2 parts for a couple

"Si sous êtes un couple marié ou pacsé soumis à imposition commune, vous avez droit à 2 parts de quotient familial."

Normally each person is 1 part, so a couple is 2 parts, as Norman says; but a couple can arrive at 3 parts if each of the couple has an 80% disability ... then they will be awarded an extra 1/2 part each. Then 1+1/2 plus 1+1/2 = 3 = Bingo !
