Arbri Planning Permission

I know that you used to have to get a D&T to erect a arbri any bigger than 2sqm. We are looking at one 3.5m x3.5m as a games room and was wondering what permission you need now. And how easy it is to get. I take it that the first port of call would be the Marie.
As the surface is going to be over 2m², you need to complete a déclaration préalable...
That's interesting.  I asked exactly the same question at our Mairie.  They were unsure of the answer but said they would check and let me know by the end of the day.  I've heard nothing so had assumed there was nothing to declare.

Could there be exceptions?

A neighbour of ours wants to build a "garage" (actually to hold big garden equipment).  He asked the Maire who said full planning permission would be required as it is to be separate from the house and will be 18 sq. metre.  It is to be built of concrete blocks.

Would a Declaratuion Préalable actually be the right thing and not full planning permission?

Thanks

H.
