There is an assumption being made often about this legislation that it will be the UK courts that will be doing the bringing to book.  Can anyone confirm this since I see all sorts of pitfalls of differing standards?

It would seem more logical that you will be prosecuted in the country where the offence has been committed and that the UK authorities will be invited to apply the relevant penalty for your offence to your licence.  The only issue then being to convert metric speed to imperial.
