Liability for property taxes

We are converting a barn to a house and at present pay a tiny amount of taxe fonciere but so far no taxe d'hab. The advice from the experts in the Dog & Duck is that we won't pay rates until we have finished but can this really be true ?

P de C granted 29/12/99

Modificatifs granted 28/1/02, 2/12/02 & 30/8/04 + transfer to new owner 17/10/02

In 01/04 I informed Hotel des Inpots that we moved into a small corner of the barn but no reply.

So if D & D is correct how long can I spin out the building work ?
