Taxess foncieres - owner or occupier

Can anyone who has had the same problem please answer this:  If a house you own is lived in, rent free, by an elderly relative who pays the Taxe foncieres?

If the elderly relative has a low income, such that if he owned the property he would benefit from a reduction, is this available to the owner as well? Elderly relative is in the tax system here, has been for more than 2 years. He is not counted as part of our "foyer".

many thanks if anyone can help.
Fonciere is the owners tax. Habitation is the occupiers tax. So the taxe fonciere is down to the owner and no one else.
Perhaps TU should also have added that the Fonciere, the owners tax is not means tested, whereas the d'habitation is.

So moving your old granny into your French pad does not save a penny in Fonciere, mind you on the d'habitation they might wonder what she wants with a swimming pool and diving board
