Complaining about a developer

Can anyone advise how to successfully complain about poor services (communication with an owner, standard of work, loss/theft of materials) received from a developer of a new property? Ideally to help others avoid using them and/or gaining some compensation.

The background - I am one of 24 owners purchasing a new apartment from a developer who throughout has not responded to questions by email, text or voice messages. This relates to work to be done, queries about delivery dates, most of which are missed, and the general level of 'keeping owners informed'. Any help would be gratefully recieved!
