I looked previously and googled areas south of Arcachon for sea fishing and got a few pointers, not sure where you are or your friend, to see if thats close enough. I was in Royan last week and there seemed to be numerous small fishing villages along the coast, apart from trying Tourist Information locally your friend could just approach some locals in a smalll village and ask ??
