Planning permission - Bain de Bretagne

If this is covered in an FAQ please point me at it.....A friend has seen a building 'a renover' in about 1000m2. He would like his renovation to effectively double the size of building. Are there national or regional limits to what he can do? How far should he / can he check feasibility before making his offer? Or is it all down to getting on the right side of the Mairee? Anyone had experience of similar?

You must check locally to see what co-efficient the POS allows for.
Multiply the co-efficient by the land surface area to get the maximum size for the building.
Doubling the size of a building requires full planning approval.
