It was just a collaborative initiative by five of the main marketing associations (representing about 80% of the telephone marketing companies) who agreed not to market to those who registered. It was not a state organisation. Pacitel could not stop anyone with a telephone directory from using it to cold call. All it could do is to collect the information on the other companies and report them to CNIL (Commission nationale de l'informatique et des libertés.Opposetel has been given the task of implementing a part of the loi Hamon in conjunction with DGCCRF (Direction générale de la concurrence, de la consommation et de la répression des fraudes).
