Yes,  pretty much.

If you google "dishpointer" you can then move the marker to your exact location,   choose Astra 2 28.2 deg E,   and it'll show you the exact direction.

I once used it in Paris on a rooftop,   noted from the photo the exact point on a building at which to aim the dish,   did so,  came back in to the flat,   turned on the box,  and had Astra 2 first time (luckily the elevation was almost right).
