Phil & Pat Posted December 5, 2008 Share Posted December 5, 2008 As it's the Driver and Vehicle Licensing Authority, it could have meant an unlicensed driver rather than a unlicensed vehicle perhaps. With Road Tax people expected it to be spent on maintaining an improving the road system, as indeed was its original intention.
