I've been told that this is payable annually as a lump sum (the amount is fixed by the commune) by all businesses whether they are AE, Eurl or whatever. This is a fixed amount, non negociable and is payable even if an AE has zero turnover, or even if there is a loss! This is a link to a Ministry of Finance press release dated 30/11/10 which confirms that no CFE is payable in three cases - one being if there is no turnover.http://www.economie.gouv.fr/discours-presse/discours-communiques_finances.php?type=communique&id=4806It says that if you have already received a bill, you can get it cancelled.
