Certificate d'Urbanisme expired - when to renew?

Hi, we had a Certificate d'Urbanisme when we bought house 5 years ago - we have not undertaken any major work yet but are about to start planning it - do we need to renew the Certificate d'U now, in readiness to start submitting a permis Construire? or can we put the two applications in at the same time?

The certificate has to be renewed at least 2 months before it runs out.  It can be extended a year at a time.

1- Le délai de validité 

Depuis le 1er octobre 1983, le délai de validité

du certificat d'urbanisme est d'un an à compter de sa délivrance (date

à laquelle la notification du certificat d'urbanisme a été signée). 

La durée de validité du certificat d'urbanisme

n'est pas modifiée. Elle est fixée par le certificat si elle doit

excéder un an, mais ne doit pas être supérieure à 18 mois. 

2- Les conditions de prorogation 

La prorogation du certificat est désormais

possible par périodes d'une année (et non plus seulement pour une

année) tant que les prescriptions d'urbanisme, les servitudes

administratives de tout ordre, les régimes des taxes et participations

d'urbanisme applicables au terrain n'ont pas évolué. La demande doit

être présentée deux mois au moins avant l'expiration du délai de

validité (cette mesure est destinée à simplifier les tâches des

services instructeurs). 

La demande de prorogation est formulée en double exemplaire par lettre accompagnée du certificat à proroger.

As Cassis says you can only renew a CdU before it runs out, so its back to square one. Any new request will be judged as a new application on current rules and regs , not those that applied five years ago.

The good news is that unless you are in an unusual position, such  as a long derelict hovel, changes to an existing house are unlikely to need a new CdU, as the fact the house exists is good enough in itself. However if you are intending major changes of use to your house, eg barns into houses things might get a bit tougher as the rules have tightened over the last few years , in order to discourage urban sprawl. incidentally your new application will provoke an inspection of the drainage system, unless you are on the mains, and will require you to bring your fosse etc up to modern standards.

Urban sprawl has become rampant in our area (Cahors) over the last couple of years.About 8 years ago you couldnt get a CU for land ,except infill, for love nor a bottle of whisky for the Maire. We put  the change down to interest free mortgages but it also appears that it is the 'in thing' to also have an appartment in Cahors and a new house in the country. Bit worried about this kind of thinking in  rural France [blink] Anyone experienced anything similar in their area?
