Broadly it depends.

If the property was once a house and had a power supply they should re connect provided you have a modern Tableau d'electricite and a good earth.

If the property has never had a supply, then they will probably treat it as a new build and only connect a temporary supply to a pole mounted water proof box. Nowewr days this seems to vary by Department 

Back in the days when French property was truly cheap the combination of water and power in was worth Euros 5000 and sewage out another 5000

I don't know which part of the Gers you are in, but unless your French is perfect avoid the Condom office as the most unhelpful man in EDF works there! Also the office only opens on Mondays and Wednesday. He's not the only person who works in the office but I always seem to have to deal with him!!! My advice would be check what he says as its not always 100% accurate, you could always try their website which I'm sure is unbiased.
