[/quote] The PLU is principally for zoning and does not in any way prempt the Civil or Urban Code. There may be arrangements made and approved by the Mayor in the case of a lottissement and subsequently enforced by the Mayor; these will all be clearly defined in the Cahier des Droits du Lotissement. After a set period of time the lotissement rules will revert to the substantive rules contained in the Civil and Urban Codes; notwithstanding that the lotissement rules may be renewed for a further period. The case of a structure ON THE BOUNDARY is covered explicitly in the relevant Codes such that the Mayor and the Mayor alone has the legal authority to approve building on the property division line and the Mayor ALONE...not the Commune Conseil....not the Sub Prefect...nor indeed the Prefect...etc.
  2. The DVD player is digital. The video recorder is analogue, it could be SECAM, PAL or NTSC depending largely on where it was purchased. Unless you have personal videos the video recorder will not be much use, although I must admit I did purchase a good multi standard video recorder for analogue to digital transformation. The email that the Panasonic is PAL means that it is for the european market and probably only play european zone DVDs. French TV is not NTSC but SECAM, as france has now moved exclusively to digital transmission on both terrestrial and satellite, there are now NO analogue SECAM available the TV would only work with a separate Digital Tuner. American DVDs are not NTSC they are digital. If the DVD recorder gets a digital input it will record. What is the model number of the Panasonic unit? What connections are there on the back of the Sony TV or which model is it?

But MSSE did trigger a warning which I ignored as I was curious to peruse the site, very professionally put up; I also had never come across UKash before.

But you don't need me to tell you that do you [;-)] [/quote] Most of the time was involved after recovery running a full scan of Microsoft Security Essentials Version 4.0 1215.0 which is the March Beta release. At the time I was watching the TV and missed the Pop-Up warning window generated by MSSE. The infection was picked up on a "nasty" porno site probably whilst traversing the cursor across the screen, the tactile pad is somewhat oversensitive. Since then Java has been updated from 24 to 31 with the 6 Version...waiting expectantly for the release of Java 7.

  6. Whilst watching the dwarf on TF1 last night I got a bit bored and surfed with the netbook whilst watching. All of a sudden a full page warning appeared accusing me of lots of nasty offences under french law, my IP was displayed in large red script and I was informed that I should make a UKash payment of € 100 to get my PC unblocked. The keyboard and cursor were not available as a means of control. The infection was caused probably by an outdated Jave application with the Exploit Blacole being the active vector. Took an hour to clean the mess up and running with no Java Soft on board.

I wouldn't worry much about whether it is permanent or not because whether it is or not will only affect the completion of the Declaration Préalable; if it is considered as permanent then the demolition and new construction will ALL be on the same form. It will not in practice affect the practical work on the property. The new form has an annexe which goes to the tax authority; I presume that it would trigger them sending you an H1 if the construction is deemed to increase the nominal rental value of the complete property. OT Sarko was on the box last night and said that if he gets a second term then he will allow everybody to increase the size of their property by 30 % and not have to pay tax. So your modest project will hardly raise an eyebrow. Bon Voyage....the weather is good, good, good....sunshine and june temperatures for thursday.

  10. Hi S&H  ! Just a quick word on the new regulations there has for me been an important change with regard to a new construction not requiring, in principle, any planning permission at all, not even a Declaration Préalable. This used to be an area of not more than 2 metres squared, not a lot, well this has now been increased to 5 metres squared which is quite a lot; for example a garden shed or a small pergola or whatever. The height is still kept at 12 metres maximum height before planning triggers. The other change is with respect to terraces, now a terrace "plain pied" does not require any planning, of course within the area triggers, that is to say a 12 metre squared free standing terrace or a whopping 40 metre squared terrace if it extends out from the house. The regulation was changed in 2007 stopping the previous practice of allowing a terrace up to 60 centimetres above ground level without planning. The expression "plain pied" means in french on the same level; one often sees houses advertised as being "plain pied" that is to say a bungalow.   11. Cobbles are expensive have you considered lifting them and selling them on. Perhaps if you visit the maire he/she might know someone interested. Assuming there will be no change of use no permit is required. I presume a byre is for those things like horses that have horns. I am doing a barn at the moment put spanish tiles on the floor makes sweeping sawdust real easy.

The BBC has finally got the story on their website. http://www.bbc.co.uk/news/world-europe-17333283 It would appear that the BBC lack persons fluent in simple french on their editorial staff as they give prominence to the tomato. The "duoglots" at the BBC translate "billes" by pellet which although being literally correct in the time honoured strength and authority of a google translator, it fails to explain the manner of projection and the character of the projectile nor indeed the fact that the said projectiles were coloured differently. No great forensic ability required.
  14. An enjoyable game. At first I supported france and was happy with their progress. The camera then focussed on a small fellow in the "tribunes". I immediately changed my allegiance and was pleased at the end of the game that his day head been spoilt.
  15. Whilst the changes to the Urban code were effective from the 1st january 2012, the new forms have only been available from the 1st march 2012, so fairly recently. In the case of an extension to the floor area of a property then a construction of up to 40 m2 is covered by a declaration préalable des travaux, the fact that your construction will be stuck to the existing wall of the barn gable means it is an extension. Consider a different case if the construction is an independent building then if it were over 20m2  it would fall under a permis de construire. Thus it is only for the extension that the rules are easier. If the existing lean to is included in the area of the property then the new construction would not increase the total area. If however it is not included then the area will increase, be careful that this increase does not push the total area over 170 m2 because if it does it will trigger the need for an architect to approve the construction and involve a Permis de Construire.   20. Some dimensions would be useful; the shed may not be a permanent structure, permanence is a subjective factor bit like fixtures and fittings. If it appears on your cadastral plan it will probably be regarded as a permanent structure. The previous cut off between a Permis de construire and a declaration préalable des travaux used to be 20 metres squared; as of the 1st january 2012 this changed to 40 square metres. One would presume that your proposed building is less than 40 M2. The change was introduced by the midget poisonous dwarf in order to promote the building industry; autour de chez-moi there are frogs all over the place feverishly building 10M2 sheds on each corner of their parcelles. Some look definitely delusional.

[/quote] No the eaux ménagères and eaux vannes were kept separate; there are frequent cases where a system is bought into present day compliance by  routing the eaux ménagères into the existing fosse arrangement. This will usually be accompanied by a recommendation to install a grease trap but the grease trap is NOT obligatory.
