Unless someone knows something otherwise, I have hired mini-diggers on a number of occasions, from different companies, and it has never been suggested that there is a requirement for any qualification for operating them.  The only requirement was that my Permis de Conduire had Group E when towing the digger on a trailer which is not a problem if it is delivered to you by the hiring company.[:)]
