Hi, I use the booking.com website and they suggesting siging up for www.freefaxtoemail.net as they are free and there are no usage limits.  Problem was I could not fax back as it was inbound only, however, they've just added a free outbound service that faxes to lots of european countries (for free) and you can send what you like, its called www.freefaxgateway.net and it look likes it ran by the same company as they now allow me to fax back after I've recieved an incoming fax, again all for free.  It works for us, and france is free also, give it a try.
