As Maricopa says, AVF (Acceuil Villes Francais) welcome all newcomers to their towns. They are run by volunteers, and what they provide depends on the skills and willingness of members to be involved.

Our local branch has mostly French members, and runs all sorts of  'classes' such as English, French, Spanish conversation, various sewing and other craft groups plus walking groups, organises talks over breakfasts and visits, to name a few. November is to be a special month for welcoming newcomers (that is, who haven't yet lived in the town for 3 years), so extra things are being laid on for them then.

Ours costs 25 euros each year, but then anything you attend is free, unless materials etc are needed. The French groups my husband and I attend are very good, and the visits, talks and walks are excellent. If you pay to attend a commercial language course, it can be quite costly, so that's excellent value. We have met a lot of French people through AVF, and are glad we found it.

Other English people do go along, as well as a lot of Dutch people, but conversation at any of the social events is in French. There are people whose 'job' is to welcome newcomers, and some of them speak English; so if the language is a problem they are there to help out. Of course, people get together outside these groups, so English/Dutch etc friendships are also formed.

We already knew our little town quite well through many visits, but it can be an excellent resource for finding info, plus recommendations for restaurants, services etc. It's very well worth trying it out.
