In English it is "To the water; it is time". In the original French, however, it reads: "A l'eau; c'est l'heure". It's often credited to Miles Kington (Let's Parler Franglais) and I have a couple of his series of books, but I heard this phrase when I was at school in the 60's so I don't think it's his[:D].
