wine bottles

On a recent trip 'home' we purchased our normal stocks of wine plus one or few new labels to try. One was a cheap Corbieres which for the price was very pleasant but it wasnt until I was examining the empty bottle that I noticed the quaantity was 99cl. Can anyone explain why they only bottle 99cl rather than the full litre?

I can think of two possible explanations.

1. Produce 10,000 bottles and they save 100 litres of wine that's 101 bottles the contents of which have in effect cost them nothing. Most drinkers probably never noticed.

2. Their bottling equipment is not very accurate and stating 99cl gives them a bit more leeway with the inspectors. Set to 100cl for a dose it could be always within the tolerances. Cheaper than buying new bottling plant.
