Fixed IP Provider

Can't they all? Although I guess that FT owns all the hardware so it is down to them.

There is a problem the world over with fixed IP addresses; Connections are normally "dynamic". If you disconnect, the address is re-used. Most providers resist issuing fixed addresses as they fear that they might run out of useable addresses.

If you can get one, you will have to pay through the nose (around 80/month from BT e.g.).
