92 plates - Hauts de Seine

I have seen quite a few cars with number plates where the background is red - the numbers are 92 which is the Department Hauts de Seine - does anyone know why these are red?

My brother had red diplomatic plates on his own vehicle when he was working for the war graves in France - meant he did not have to go through all the rigmorole of changing to french normal plates for a short contract of two to three years here.
