We have been living in france for 3 years and living on my modest private pension. I am in my late 50's and my wife is just 60. We are in the French health system and registered for tax, butas our income is quite low, we don't qualify to pay French income tax. It  has been suggested that as our income is quite low we do not need to purchase a top up health insurance as the French health service will not refuse medical treatment because of inability to pay. Can anybody advise us on this? Regards   Sirius
