The law changed a couple of years ago and now you are limited to 600 sq metres and have to have permission from the regional authority also fish stocked must the the same species as in nearby waters to prevents problems if flooding occurs. Any person with a digger and earthmoving equipment can construct a pond fairly easily. Lots of french men have it done so there is a lot of expertise out there. cost depends on cubic metres of earth moved and other factors affecting difficulty. you can pay anything from 4000 euros upwards for a modest third of an acre, an acre would cost us about 12k euros. Ours is about half an acre when full and over flows into a purpose built ditch and hence to a river and is fed from underground springs.

It seems that a disabled foreign languages student can't even study abroad without giving up her car. Finding the extra money is impossible as a student.
