1. The reply to the petition to have a second referendum sounds to me like they're not only refusing that but that the intention is to invoke Article 50 without a vote in parliament, the reasoning being that there was a vote in parliament on the Referendum Act so there is no need for another vote on the result. 'Government responded: The European Union Referendum Act received Royal Assent in December 2015, receiving overwhelming support from Parliament. The Act did not set a threshold for the result or for minimum turnout. The EU Referendum Act received Royal Assent in December 2015. The Act was scrutinised and debated in Parliament during its passage and agreed by both the House of Commons and the House of Lords. The Act set out the terms under which the referendum would take place, including provisions for setting the date, franchise and the question that would appear on the ballot paper. The Act did not set a threshold for the result or for minimum turnout. As the Prime Minister made clear in his statement to the House of Commons on 27 June, the referendum was one of the biggest democratic exercises in British history with over 33 million people having their say. The Prime Minister and Government have been clear that this was a once in a generation vote and, as the Prime Minister has said, the decision must be respected. We must now prepare for the process to exit the EU and the Government is committed to ensuring the best possible outcome for the British people in the negotiations. Foreign and Commonwealth Office'
2. quote idun:  You have been filling in your impot forms and paying your taxes fonciere and hab, so they will know that you are resident. Yes but for non EU you need ten years of legal (ie stable and regular, which means enough income to be self sufficient) residence.  I've already proved I had five, when I got into the CMU when my circumstances changed, but after that first five years, upon the change of circumstances, I had a break in income which would mean I wouldn't be classed as self sufficient for that period, so ten years of uninterrupted stable and regular residence I wouldn't have.  If they still allow us five years, I'll be ok.
3. If during the negotiations they decide to allow existing residents to still be classed as permanent after five years then I'd be able to get into PUMA anyway.
4. I wouldn't have enough income for it to be worthwhile normally to run a business but now it might be worthwhile for that reason (it would be a bonus for me not to have to rely on the S1 anyway) and to be seen to be active if I apply for naturalisation, since at the moment they might just consider me to be on a long holiday, even though my kids have been schooled here for eight years.
5.
Debra, had you not at one time had part(s) of one of your properties on short term tourist rental to people coming for a cure?
No.  The new place I've moved to has a separate house and I bought the property with a view to letting that in future, once my older kids (or even one of them) has left home.  I might have to consider bringing the anti-social teenager from there into the main house and letting that on a short term basis sooner than I'd planned to.  I haven't started work on that one yet though - it needs a lot of decorating.  I still have my old place that I could let, since it may now be difficult to sell, but that also needs some decorating work and I'm not sure whether the plumbing or electricial installations are good enough to let it.  I did prefer the idea of selling it to clear some of my UK mortgage and if the pound sinks a bit whatever I get for it will go further.  The interest rates going up idea makes me prefer that but some are saying they'll go up and others are saying they'll go down.  Another thing we'll have to wait and see about.
6. I picked my son up for lunch and he told me his teacher isn't going to change their Europe project yet as she thinks it will only change again soon, when the UK change their minds about leaving.  :) Funnily enough, I was thinking earlier, Chancer, about how much it might cost to put my old place into a state where it could be let.  At least that way I'd have some euro income to rely on - assuming I don't get one of the classic bad tenants I keep reading about.
7. It was you who previously told me not to panic and now you're telling me I should, since all my income is from the UK. New prime minister then and that'll be who will invoke article 50. Hopefully it won't be BJ.
8. Are they really going to do it? So many questions and trying to remember the advice not to panic.
9. Parsnips is the 'micro-foncier' note needed if it's in 4BE as isn't that what that box is for?  (I can't remember whether I did that).  If he's only put it in 8TK and nowhere else on the main form then won't that be why they are asking whether it's microfonciere or not?
10. See here: http://www.ambafrance-uk.org/FAQ-Rental-income-from-France
11. I put mine in 4BE on form 2042 as well with a note 'voir 8tk'.  I thought you had to do that so they could work out the French tax credit to apply.
12. Well, I went.  They were going to insist I needed an appointment but as the only one available was at the time I need to pick my son up from primary school and I had a hospital bill in hand, they let me in. All agreed and the bill will be paid but she asked if I could pay it now and they'd reimburse it later.  I asked why can't I just send the hospital a copy of the new attestation?  Ah but though it's ok, I still have to forward it to my colleague and they will check it and enter it on the system so the attestation won't be sent out for a while.   I'm thinking I'll try writing back to the hospital to tell them I'm covered and that I'll send the attestation as soon as I get it.  If that doesn't cause enough delay I'll just pay it and be thankful he refused to stay in overnight, never mind the weekend they wanted to observe him for (though I wasn't happy at the time).
13. Thanks,  I've been keeping an eye on all the posts about it since it was introduced as I thought I might do it one day when I was all organised and ready to put my mind to it and that's what I understood.  Although I've been advised myself plenty of times that it might be a way out of the difficulties I've had because of not having an activity here and therefore being classed as a dependant of my ex and having the UK as my competent state, it's not something I wanted to rush into because it may not be the best thing for me to do in the long term what with the pension implications and the type of income I'm most likely to have (rental income) not really being best put under that scheme (I've read a lot of Chancer's posts on that aspect as well as those on the laymyhat forum which advise against it).  I've also never been quite sure whether I might suddenly end up back in the UK so it was best to wait until I was sure.  Now it needs even more looking at before taking a leap.   I'd got to the point where I thought a return to the UK was getting less likely lately but with the Brexit stuff, who knows?
14. If I'd have seen that list I might have moved so my kids went to lycee in Cognac rather than Angouleme, Idun :) Although my son was attacked while walking down the high street in our town twenty minutes away from Angouleme, with a girl friend.  He wasn't wary like he might have been in Angouleme.
15. I thought they'd worked out the ME cotisations in such a way as it made little difference which way you set up your business as it all worked out about the same in the end? It wasn't cheaper as an employee as you needed a minimum number of hours to get in the system, otherwise you'd be paying in via CMU.  That hasn't been the case with AE/ME as Eurotrash has pointed out.  I too have seen lots of people boasting about this as a method of getting cheap healthcare and advising others to to it.   Under PUMA there is no minimum hours for employees - it'll be the same for them too.  A threshold of minimum income from activity, below which other ways of getting cotisations will be explored and actioned. Let's hope whoever developed their automatic system has got the algorithm right or I can see a lot of queries coming up in the next couple of years.  Like what happened when they changed the way foreign income was reported so that it could be correctly taken into account for one's tax level for other income whilst also generating the appropriate credit for French tax.
16. They obviously have a lot of trouble with British people as well as French because the gendarmes asked my son if he'd help them out with interpreting and translating when they have incidents involving British people who don't understand French very well.
17. No, there is a lot of it about both in towns and villages and especially in the city where my older kids go to school.  Sent you a pm.
18. I don't have a mutuelle at the moment.  I had CMUC but that ended along with the CPAM cover. Did you mean that or my house insurers?
19. quote idun 'I was going to say in my previous post that I hope that if there had been an accident or incident that I hoped that you would have told your insurers immediately. Think it has to be done within 48 hours, probably working days though. House insurers should cover 3rd party stuff.' No I didn't (it's five days with mine) but why would I need to?  He's all healed up and has no lasting damage.  CPAM pursue the  perpetrator directly in my experience, when they get the bill from the hospital - which hopefully they will when my paperwork is sorted out and if not, they'll have it directly from me anyway.
20. OK I'll go to CPAM tomorrow.  I suppose it's too much to ask for an attestation straight away to send to the hospital but hopefully when I get one it'll show the whole period of the S1 and I can send that to the hospital and they'll cancel the invoice or send it to CPAM instead, or whatever it is they normally do. The next problem may be that CPAM decide his attackers should pay it because I know from past experience that they don't like paying out when an injury is due to a third party's action such as assault, but I'll cross that bridge when I come to it.  Maybe my son should mention it at the tribunal case against his attackers, just in case.
21. It's everyone in the CMU, Chancer.  I don't know how many there are. Yes, Idun, tax too - but at least they will be still collecting money in the current year whereas with the CMU cotisations they'll lose a year's income from that from people who aren't working.   Didn't they originally think AE would be taken up by people doing a small extra activity rather than people doing it as their main source of income and therefore healthcover?  It may have been a surprise just how many took it up that way and then they realised the implications and how much they were losing out on cotisations on other income and so now have fixed it
22. I'll try that, Idun :)  My son finishes his exams today and so will hopefully be here tonight and we can go into CPAM in the morning.  He has his own carte vitale and is over eighteen so he might have to deal with it. AnOther I had an ameli.fr account which I log on to for checking reimbursements, printing attestations, maintaining my personal info etc.  When the S1 expired they deleted me and my carte vitale doesn't work as I'm no longer covered as far as they're concerned.  I also can't contact them online because the only way to do that seems to be via the online account.  The 'contact us' button sends me off and back to the same place.  I guessed that the carte vitale didn't work because my S1 hadn't been renewed but didn't realise they'd deleted my account altogether until I tried to let them know I'd moved. The start date of the new S1 matches up with the end date of the other one so is it hopeful that they'll reinstate it all as if the cover was continuous?
23. My family's S1 cover ran out in March.  The HMRC were late sending the renewal.  Ameli deleted my account.   In the meantime my son was attacked and had to go to urgences. I've just received the new forms in the post, still dated from March.  In the same post I've received a bill for a hundred per cent of my son's charges for his care at urgences. Can I claim these charges back somehow?  Ameli might only reinstate my account from the date I put the forms in but shouldn't I be able to claim it from the UK somehow as the S1s cover the period concerned?
24. I warned people about the extra cotisation they may have to pay next year on a facebook group for people in business.  A few insisted that it wouldn't affect AE/ME people.  One of them rang RSI to check and they confirmed that yes, it would affect everybody as everyone will come under PUMA now, regardless of whether or how you are working and paying cotisations.  They will pay their cotisations as normal for their employment or activity and then a supplementary cotisation will be calculated from their tax returns if relevant.
25. The changes won't affect you at all, even when you stop being ayant droit, except for the free year this year. It says they're not payable for this year, not in this year, so it doesn't look like they're going to catch up with them later.
