uk to be first out of recession

 months ago the media was saying the uk will suffer  the recession longer and harder than any other country on the planet now they are saying the uk will be first out of the recession, is it somthing to do with quantitative easing and low interest rates. if so why did they not do this formula in the early 90s recession and why is merkel not happy about this

Berlusconi has been  the president of italy a few times, at least 3 times but in the uk you can do it only once, and merkel does not like waiting for him while his on his cellphone sorting out the rubbish collection for the city of naples which was run by the mafia party
