Health tourists owe NHS £22 million, Department of Health reveals

I don't know about other parts for French but the hospitals down here (Carcassonne, Toulouse and our local hospital) require either your Carte Vital (or attistation - thing thats the right word/spelling), EU health card or a credit/debit card before you get seen, with the exception of accidents of course. Perhaps this system could be used in the UK? Of course the figure above is for the ones they know about, it could be more.

Those mentioned in Quillan's link are all from outside the EU, so only a valid credit/debit card would have sufficed. However, the Times piece was dated 27 February, and on 26 February a consultation document was published about access to the NHS for foreign nationals.
