We've recently bought a plot of land with a certificat which outlines the possibility of building two buildings. We would like to build on the land when funds allow us to. We are probably looking at a time scale of two to three years. Do we need to renew the certificat annually or should we now wait until we are ready to build and apply for the permis de construire?

A CdU must be renewed after 12 months (a "rubber stamp" renewal), but, as I understand it, it can only be renewed (under normal circumstances) once.

In theory, if you let it lapse & reapply when you want to build, they could refuse (if the zoning has changed, eg.). Better to apply for a Permit de Constuire, which lasts 5 years, but you will have to pay the property tax after 18-ish months.
