I think the UK govt uses Citibank for pension transfers in Euros. As this must be lucrative business that the bank won by competitive tender I imagine they would be keen to keep it so would negotiate passporting deals.

Some banks may close accounts but I doubt if all are interested. Lloyds have said they will keep accounts open but apparently Barclays want them closed.Guess we shall just have to wait and see what is going to happen. Passporting is complex.
