French equivalent to DEFRA ? Need regulations re. kitchen odours & noise in exhaust systems

Hi, I'm trying to find the French equivalent to the UK's DEFRA (Department for Environment, Food and Rural Affairs).

In particular something as detailed as their publication "Control of

Odour and Noise from Commercial Kitchen Exhaust Systems" Report to

Department for Environment, Food and Rural Affairs kitchen. It's a 100

page document setting out all the regulations for installing commercial

kitchen exhaust systems. ( available online as a pdf or as a

publication ).

I need details of flue positiong in relation to neighbours, odour & noise output etc..

I am not sure, but as noone has answered, I think it may be

la Direction départementale des affaires sanitaires et sociales (DDASS)

at the préfecture of your département.
