Hi. Usually it is only when you alter the outside appearance of the house that you need to approach the Mairie for planning permission. If your house is a "historic" building you will also need to ask if you can do the work. You should of course advise your insurance company of the change in the number of your rooms.

If you wish to alter the internal layout of your house which is already used for habitation,then no permission is required. However, change of use from say, a garage to living space is. If there will be a change to the exterior (more windows/door required) you will need to submit a Déclaration de Travaux.
