allanb
And the only way you can get a French license, other than in exchange for a license from another country, is by taking the French driving test.
Like many other things in France, this seems to vary from one préfecture to another, and you can be lucky. When we arrived in France my wife had no driving licence she could produce, having lost it (together with credit cards etc) by theft while travelling, just before we moved. She had previously held licences in two other countries, one of which was the UK. Neither of them would issue a replacement licence because she was no longer resident there : this seems to be normal. However, each of them agreed to issue a letter confirming that she had previously held a licence. Armed with these letters, she obtained her French licence without taking a test.Fortunately, the thief had not taken her passport. Without that, I think even our friendly préfecture might have found it difficult.
