Certificat de non-gage

Forgive me if this has been raised before, but do I need to present a certificat de non gage (certificat de situation administrative) with the bundle of papers at the Préfecture when I go to re-register a second hand French car I am buying?

I ask because I'm acquiring it from an elderly English chap who doesn't know what I'm talking about

From my reading of the vos droits site, it's not in the bundle of papers required for re-registration yet the vendor is supposed to give me the certificat.

It is not required at the préfecture.

The vendor supplies it to the buyer to show that the vehicle has not been declared stolen, is not subject to an unfinished credit agreement, does not have unpaid fines against it, has not been declared a wreck after an accident.

It's all down to how trustworthy you think the vendor is.
