Just a very minor addition to this tale.....

I met someone today and a quick chat reinforced my beliefs.

"What beliefs?" you ask.

My belief that even the French administration dont really know what they are doing and just make it up as they go along.

He came to measure up at a property where I was working and I noticed he has the same vehicle as me. Exactly the same. A van derived from the normal car version. A vehicle that he walked into a dealership and ordered, without complication, without hassle, with nothing to do with the DREAL and with no extra expense. So much for mine being a version never sold here.

I think the system has the sole aim of protecting and enrichening the French motor manufacturers, concessionaires and importers/dealers and to prevent you and I from buying at the real free market price elsewhere in Europe.

When the DRIRE sold the attestations de conformité (barré rouge), in my area you had to correctly fill in every field on the formulaire or they would refuse you, problem being the weights etc were in a different format to the VIN plate/handbook, the only way you could get them and the numéro type mines was from the barré rouge, a chicken and egg, you had to put €10 on the counter and ask the guy if he needed to go to the toilet, then keep upping the anti until he did, conveniently leaving the attestation on his computer screen.

I have never got to the bottom of why they no longer issue attestations, they wont answer the question, either its to stop corruption or to further line the pockets of the concessionaires/dealers, instead of paying the government for a piece of paper you now pay someone else €100-200 to print one off, if you are lucky that is.

Across the length of France there are little Fred in a shed outfits importing and registering american vehicles, kit cars, specialised vehicles that you and I will never be able to, they all seem to have unhealthy links with the DRIRE, usually blood ones

I have been reading a few other forums and blogs of late and the general opinion is that the success of any unusual registration is purely down to the attitude of the dreal guy. If he is an uninterested jobsworth, you are simply snookered and will get no further.

My brother in law wants to buy a truck....Something around the 12 ton mark, flatbed with a hiab crane. 5 or 6k euros (which is a LOT of money to us) will buy some worn out old ruin here that needs a further €2k in parts to get anywhere near being reliably useful. The same money in UK will buy a much, much better truck, newer, lower mileage, better condition and better spec, but the registration issues are putting us off.... homologation, dreal, certificates of conformity.... In theory it should be no more complicated than the Landrover, however, I just know it wont be simple, to say nothing of the things I have not even looked at yet like compatibility/legality of a UK tachograph etc. I cant find any way of telling if one make will be easier than another or if there is a certain thing that will just stop the procedure dead - it looks like you have to buy the truck and start the process before you find out if it will be possible or not. I usually say that it can depend on something as nebulous as the colour of your shirt and that it will never be a bad idea to be accompanied by a young comely wench in a low cut blouse and a micro skirt !
