free internet ...does this exist in libraries or anywhere like it does

Before we got our own access at home sorted out, we used 2 different

free computer/internet points - both called "Espace Public

Informatique" - provided by the local councils/Conseil General. 

One is within a "Point Information" which offers access to services

from the Prefecture, ANPE etc in a small town near us (65). Don't know

if this is something particular to our departement though.  We

found them both just by looking around.  My guess is that

generally bigger towns are more likely to have

something...............Tourist Infomation offices might be able to

help, they must get loads of tourists wanting to check email!

When we first bought our house we used a suite of computers at the local library, it cost something like 1€80 for an hour.   If you only used 40 minutes then you were only charged for 40 minutes and given a credit for the next time you came.   It was brilliant and called Médiathèque.
