Grants for insulation?

Does anybody know whether there are grants available, for example, for loft insulation through environmental or tax relief methods? We are recently resident in France and have been told that as we haven't yet completed a tax form this would be difficult to achieve immediately, and at the least, would require employing a registered artisan to obtain any relief rather than doing it ourselves.

There is a credit of 15% on the cost of materials, not labour, plus the benefit of tva at 5.5% on materials and labour.

To qualify, you must use a registered artisan to do the work, and claim the 15% credit against your taxes when you complete this years return in early 2006.
