Taxe Fonciere & Taxe D'habitation

I read Bill  Blevins advice in Living France that "when you register for local property taxes, you should let it be known that the property is a second home. Your tax bill will be reduced as you are not using many services." I have been advised by my local Marie to contact the Centre des Impots Foncier and the Recette Principale, in the local region in this respect.  We purchased our house 6 months ago, and I know taxes are due on 1 January.  Can other forum members advise me on how they have passed on this information regarding a maison secondaire, is it typically done in writing ?  Thanks in advance,
