If you do not go abroad often they may lock any international transactions until they are informed that you intend to use the card abroad.The petrol pumps being referred to work out of hours by inserting your card into the pump. Obviously a locked card would be rejected, but the vast majority of pumps in France will read French cards only - not UK ones, not German ones - locked or not, just French ones. It's a technical thing to do with encryption and reading the card and is not easily or cheaply changed in a filling pump, so the filling stations don't.
