CMU Charges on income.

I actually visited my CPAM today to address the issue of my health cover.  She went through my 2006 tax return and when I commented about PHI being cheaper than CMU (plus top-up) she looked dumbfounded and said not be be stupid.  But then she did the math and was amazed at how expensive the CMU-B actually is.  However,( and the bit that might help you) the figure she took for the calculation was the "Revenue Imposable" from the tax return.  First she used the "Revenus de capital mobiliers declare" but then changed to the other (before deducting the €7000 off from that, etc.

She was not doing a quote or anything - just double checking my comment to prove that I was wrong.

Not an answer as the CPAM lady might have been wrong (nothing in writing) but it might help)

(Plus I will not have to pay for the CMU-B anyway - but that is not relevant to this thread)

But are you allowed to take out PHI ?  I was told by CPAM today that they will not provide me any cover as of last sat and that for the moment I am not legally allowed to take out any PHI cover.  Sort of stuck at the moment.  I'm just taking the stairs very carefully !!

Deimos - what was the reason given for not taking PHI out yet please?  Many people writing into French Health Issues are going ahead and getting cover.  If you had an E106 then I can't see why you would be advised that you should not get PHI right now.  You may never have received a letter telling you that your E106 was expiring (many did not) - but those that did receive letters were clearly told that they need PHI for after expiration of E106, and on our Q and A page at French Health Issues we are advising people to get PHI if they can to cover them for medical care during any appeal process.

PHI is illegal unless you have been refused state cover (seems that those rules have not changed).  Thus they told me that I must apply to join the CMU, that I will be refused and I will then get a letter of refusal and only once I have the letter of refusal can I take out PHI.

I had already asked for a letter of "no more cover from UK" from DWP (in French) and that was submitted as part of my CMU-B application.  I remember people saying ages ago (before all this CMU stuff started) that PHI was not actually illegal but you were only allowed it if state cover had been refused.  Seems that this is still the case and you cannot take out PHIU until you have been refused state cover - and have a letter of refusal.

(I actually visited my CPAM, the person went and spent some time checking with a supervisor, then came back and spent quite a lot more time on the telephone.  She was also very helpful and cooperative so nothing caused by an "unhelpful" assistant.  She helped fill in the CMU application, though did take and invalidate my Carte Vitale and state no cover from CPAM as of 5/Jan).

Thus I am sort of "in limbo", unable to take out a much cheaper PHI and unable to pay for the more expensive CMU-B with no health cover possible and an FCO that could not give "a monkeys".

The law prohibiting private healthcare insurance is directed at the insurance providers who may not offer cover in order entice people away from the obligatory state schemes.  Normally, a French based insurer would insist on a CPAM letter of refusal before providing private cover, but in view of the recent changes, this should not be an issue with them - assuming, of course, that they actually have a product to offer you.....
