Clair
For general info, see http://www.completefrance.com/cs/forums/1393348/ShowPost.aspxThe allowance is not automatically available every year. The French government may or may not renew it.Nothing has been announced for 2009-2010 yet.
splishsplash
If it is announced, you need to have declared your revenue for tax purposes here in France & have received the Impots sur Revenue form stating that you are not eligible to pay any tax as your income is below the level required. You then need to keep your oil receipt, I think it's between September & January 1st.Send off a copy of the Impots form & the receipt for your oil. We received our payment direct into our bank account shortly afterwards.

[/quote]As heating oil prices have gone down, the French government has decided that the heating oil allowance (prime à la cuve) would not be renewed. Details in French here and in English here.
