Totally agree, however its "whack-a mole" as there is so much money involved.  The Police are also hampered as they have to be seen as acting within the law to get results in court.

Here in Nantes they traced 3 men who had committed a whole series of thefts to a ROM camp.  Took 150 armed police to go into the camp to arrest them.  If not overwhelming force, they are too afraid to go in. In your article it says French police suffer " an average of 23 injuries per day and a heavy toll that the field units are finding increasingly difficult to absorb. 

The UK acted very swiftly to deal and punish those involved in the recent riots that also threatened human life - but then they had to release some convicted prisoners to put the new ones in prison.
